When Democrats are in control they are busy investing in the country and trying to build up it&#039;s value.

When Republicans are in control they decide that it&#039;s time to take out the profits.

When George W. Bush was elected in 2000 it was clear to everyone that he would be a one term president and so the republican profits would need to be siphoned off at a more accelerated pace to fit into the four year window of opportunity. But, when Bush was re-elected in 2004 the frenzied pace for dismantling the country had already been set and the appetites of the profit takers had become insatiable.</description>
