When Democrats are in control they are busy investing in the country and trying to build up it's value. When Republicans are in control they decide that it's time to take out the profits. When George W. Bush was elected in 2000 it was clear to everyone that he would be a one term president and so the republican profits would need to be siphoned off at a more accelerated pace to fit into the four year window of opportunity. But, when Bush was re-elected in 2004 the frenzied pace for dismantling the country had already been set and the appetites of the profit takers had become insatiable. Politics is played like the stock market.
